The World Health Organization is freezing hiring, suspending investments and cutting non-essential travel in response to US President Donald Trump’s decision to take the US out of the global body.

Trump’s freeze this time around is set to expire after 90 days, though agencies will first have to submit plans—in consultation with OMB and Musk’s Department of Government Efficiency—to permanently reduce their rolls through efficiencies and attrition. The Internal Revenue Service will face a longer freeze, per Trump’s order.

The VA memo exempts roughly three-quarters of the Veterans Health Administration's roughly 400,000-employee workforce.

It means some open jobs at the Audie Murphy VA Hospital and military hospitals such as Wilford Hall and Brooke Army Medical Center will go unfilled.

Earlier hiring freezes actually made government services less efficient, the Government Accountability Office found.

The freeze will last until OMB, OPM and the Department of Government Efficiency submit a plan to the White House to reduce the size of the federal workforce.

Trump administration and DOGE officials have floated various proposals to further shrink agency workforces, including buyouts and early retirement incentives, relocating agencies, forcing employees to report to their duty stations each day instead of teleworking and even issuing mass reductions in force.
