Judges in the Ninth Circuit voted to have a larger panel reconsider a decision that could have allowed President Trump to use soldiers at the Portland, Ore., immigration building.

Separately, U.S. District Judge Karin J. Immergut is moving ahead with a trial starting Wednesday on the merits of the troop case.

The admission comes as the White House faces a series of legal challenges in its efforts to deploy guard troops in Portland, Los Angeles and Chicago, Democratic-led cities where it has intensified immigration enforcement and crowd control tactics by federal agents.
